Will technology restrict individual freedom?

Can governments resist the temptation to monitor everyone and everything? 

A freedom trade-off?

Im sure the authorities could argue that this would be for the safety benefit of everyone, but what about the loss of freedom and privacy?

Of course, whenever there are exciting advances in technology, there always seems to be trade-offs involved, depending on how the technology is used. We can only hope that governments resist the temptation to covertly use such technology to track their people beyond reasonable limits and that laws are passed to make sure this is restrained.
