Government procurement action is continuing as the Department of Internal Affairs refreshes its all-of-government ICT security panel and NZTA creates a new application services panel.
DIA alerted suppliers in April that it would be reviewing its 41-vendor strong ICT security panel, created in 2013. Panel membership provides an opportunity to supply around 300 eligible agencies, 60 of which have to use the panel.
DIA is now seeking to replace the panel which expires later this year.
The department is looking for providers who can, through customer references, demonstrate a track record in providing ICT security and related services in New Zealand.
The contract term is expected to be three years with three one-year extensions.
DIA is seeking providers that are can demonstrate capability in infosec risk management and assessment, infosec governance and strategy, infosec assurance, application source code review and technical testing, and ICT forensics, investigation and security incident response.
"Government agencies regularly require advice and services across a range of security and privacy practices," the tender says. "The panel will help government agencies manage information security and privacy issues effectively."
The New Zealand Transport Agency is also establishing its own panel to source enterprise application services.
"The panel will re-define the way the Transport Agency engages application development and support services, and improve flexibility and value for money through responsive and collaborative supplier relationships," the tender says.
The agency is reviewing how it purchases services for corporate applications, SAP, intelligent transport systems, motor vehicle and driver licence registers, and cloud and mobile applications. Again capability, capacity and experience have to be demonstrated through customer references.
"Establishing the panel will enable the Transport Agency to be more adaptable in an increasingly changing technology environment," the tender says. "The Panel will allow the Transport Agency to enter into more flexible relationships with technology service suppliers, and introduce more competition ... to improve value for money."
Transport Agency Information Services (IS) and business units have identified the top 30 enterprise applications that sit across the agency, enterprise applications used internally by the staff and those used externally by the agency's customers and contractors.
Twelve of top 30 IT applications can be classified and defined as being "specialised applications". These are used by a specific business units to deliver a specialised function, task or outcome.
In these cases; support provided by or offered by IS internally is limited.
There is a mixture of support models across the agency's top enterprise applications. IS have a direct involvement and provide a level of support at either level 1 or level 2 for 18 of the 30, with the remaining 12 applications being supported by suppliers.
