India allows telecoms equipment imports but imposes security guidelines

The Indian government has issued new guidelines with immediate effect allowing the import of network equipment from foreign telecoms vendors.

Delays in network deployments are inevitable

Ovum has previously stated that operators and vendors face delays as they plan 3G deployments in time to launch services late this year. While the new guidelines will serve to dispel the prevailing uncertainty, delays are almost certain. Even in the best case scenario, the entire procurement process could take around a year, since third-party auditors must be identified and the certification testing process is itself time consuming. There is also no clarity in the guidelines about the actual auditing and testing procedures that will be required.
