Online payment security: Should government intervene?

Two researchers have directly attacked 3D Secure as a poorly designed authentication scheme, and called for regulatory intervention to protect consumers.

What do you think? Are there other, better ways to achieve best practices in security? Are there any cases we can look at where governments have tried to impose such regulations, and how have they worked out? Is the whole issue overblown, and we should just let the market work it out?
